Overview:

The Workforce Manager is responsible for leading and optimizing workforce planning, scheduling, and resource allocation within the airline's Technical Operations group. This role ensures that the right talent is deployed efficiently to support operational goals, maintain compliance with regulatory requirements, and drive workplace productivity.

The Workforce Manager leads a team of workforce advisors and coordinators, fostering a high-performance culture and ensuring effective workforce planning processes.

The Workforce Manager collaborates with senior leadership, maintenance teams, and cross-functional stakeholders to align workforce strategies with business needs.

Responsibilities:

Strategic Workforce Planning & Execution

  • Develop and implement workforce planning strategies to optimize staffing levels, meet operational demand, and ensure efficiency across maintenance and technical operations in accordance with the Canada Labour Code, AMFA Collective Agreement, company polices, and federal aviation regulations.
  • Analyze historic trends, operational forecasts, and real-time data to make proactive workforce adjustments.

Leadership & Team Management

  • Lead, mentor, and develop a team of workforce advisors and coordinators, ensuring a high level of performance and engagement.
  • Establish clear goals, expectations, and professional development opportunities for team members.
  • Partner with Technical Operations leadership, People Relations, and Labour Relations to develop workforce solutions that support operational excellence.
  • Act as a key advisor to senior leadership on workforce planning, productivity, and resource utilization.
  • Foster a culture of collaboration, continuous improvement, and accountability within the workforce management team.
  • Oversee/approve all travel, per diems, and other costs associated with employee work group travel for training and /or work coverage.

Operational Workforce Management

  • Oversee shift scheduling, staffing models, and resource allocation to ensure alignment with maintenance demands and flight schedules.
  • Monitor workforce utilization and implement continuous improvement initiatives to enhance efficiency.
  • Develop contingency plans for workforce disruptions due to weather, operational delays or unforeseen challenges.
  • Manage vendor invoices as required in conjunction with accounts payable.
  • Responsible for signing Authority for Airport Authority.

Technology & Process Improvement

  • Leverage workforce management tools and technology to streamline scheduling and resource allocation.
  • Identify and implement best practices for workforce optimization, automation, and efficiency improvements.
  • Drive innovation in workforce analytics and reporting to support strategic decision-making.

Compliance & Risk Management

  • Ensure adherence to aviation safety standards, regulatory requirements, and company policies in workforce management practices.
  • Collaborate with People Relations and labour relations to ensure compliance with labour agreements and workforce policies.
  • Proactively assess risks related to workforce availability, training, and certification requirements.
  • Aids in project work and any other duties as assigned.

Qualifications:

  • Minimum of 4 years of experience in workforce planning, operations management, or a related field, preferably in aviation or technical operations.
  • 3+ years of demonstrated leadership experience with a track record of managing teams and driving organizational change.
  • Deep understanding of workforce planning methodologies, scheduling optimization, and labour forecasting.
  • Strong analytical and problem-solving skills with the ability to interpret complex data.
  • Excellent communication and collaboration skills, with experience engaging senior leadership and cross-functional teams.
  • High degree of diplomacy and good judgment, along with the ability to maintain confidentiality.
  • Strong ability to assess situations quickly and make strategic decisions in a fast-paced, high-stakes environment.
  • Proficiency in workforce management software, scheduling systems, and data analytics tools, including TRAX/EMRO, JDE, Sabre, and Kronos.
  • Knowledge of CARs, labour laws, and technical operations in the airline industry is preferred.
  • Some travel may be required to support any remote tech ops employees (workforce coordinators, managers, production employees) and to attend meetings.
