The Opportunity

Our Safety and Technical Services Group is currently seeking a Technical Safety and Risk Engineer to join the Process Safety & Risk Team, based in Calgary, AB or Houston, TX.

Reporting to the Manager, Process Safety & Risk, the successful candidate will provide technical safety and risk management support to the projects, engineering, and operations teams across the TC Energy footprint (CA, US, and MX). This role will support project teams in designing new assets or updating existing assets, focusing on low safety-risk profiles by utilizing safer design practices or safeguarding according to industry standards.

What you'll do

  • Develop and maintain risk assessment and management procedures including Process Hazard Analysis (PHA) and PHA methodologies, Layer of Protection Analysis (LOPA), Quantitative Risk Analysis (QRA), Facility Siting and risk register
  • Drive improvements to technical philosophies, specifications and procedures regarding overpressure protection, alarm management and rationalization, safety instrumented systems, and fire and gas detection/protection
  • Provide technical and risk management support for operating assets for identified issues and project teams during design
  • Support operations, facility, and pipeline integrity teams on barrier management activities including technical support for operation and maintenance of critical barriers
  • Support assurance activities pertaining to risk management practices and barrier management
  • Identify gaps and provide insights from process safety assessments
  • Support closure of corrective actions and enterprise-wide gaps stemming from risk assessments, assurance activities, and process safety events/near hits. Support the closure of identified gaps as required
  • Support regulatory event submissions and information requests

Minimum Qualifications

  • Post-secondary Degree in Engineering
  • For Calgary based: Must be registered, or eligible to register, with APEGA as a Professional Engineer (P.Eng.) in good standing
  • 10 years of Pipelines, oil & gas or petrochemical experience
  • Experience in design, commissioning, start-up and operation of oil & gas, or chemical facilities
  • Experienced in facilitating Process Hazard Analysis using a variety of methodologies (e.g. Hazard Identification (HAZID), PHAs (What-if, HAZOP, LOPA, Bowtie analyses)
  • Understanding of asset life cycle management, system reliability and operations
  • Strong knowledge of industry codes, standards and practices relevant to process design and safety (e.g. CSA, ASME, API, NFPA, ANSI, IEC etc.) and Recognized and Generally Accepted Good Engineering Practices (RAGAGEP)
  • Proficient with PHA PRO, PHAST, SAP and Enablon (or other EHS software and platforms)

Preferred Qualifications

  • Experience auditing process safety programs or processes
  • Participation in incident investigations
  • Working knowledge of Safe Work Practices
  • Knowledgeable with process safety key performance indicators

This position requires candidates to:

  • This position will involve travel and overnight stays away from home (estimated up to 20% of work schedule during peak work periods)
  • Have current, valid authorization to travel internationally (including but not limited to Canada, US and Mexico)
