We are seeking a uniquely skilled individual to fill the role of Manager, Safety, Security and Flight Operations Quality Assurance. This new position will act as the safety focal point for Morningstar Air Express and reports directly to the General Manager for the coordination and execution of both the organization's operational safety and security programs along with the flight operations quality assurance program. As this is a new position at Morningstar, the successful applicant should anticipate an incremental transition of responsibilities from existing positions within the organization in an orderly fashion. Ultimately, the Manager, Safety, Security and Flight Operations Quality Assurance will be responsible to the Director of Maintenance and Director of Flight Operations as holding overall responsibility for the day-to-day functionality of the organization's safety management system. At that time, key responsibilities for the position will be as follows:

Key Responsibilities:

  • Advise all staff and the senior management team on matters of safety, security and operational quality assurance;
  • Demonstrate a commitment to the continuous improve­ment of safety, security and to the principles of quality assurance;
  • Retain overall responsibility for the effectiveness of the organization's safety management, security management, flight operations quality assurance and flight data management programs;
  • Provide leadership and direction to the Flight Operations Quality Assurance Inspector and Flight Data Monitoring program members;
  • Maintain safety management, security management, flight operations quality assurance and flight data management systems and associated documentation;
  • Maintain effective safety, security and quality communication and promotion, using all available mediums;
  • Ensure all hazards, incidents and accidents identified under the Safety Management System or the Security Management System are investigated within defined timelines;
  • Analyze data from all available safety, security and quality systems to identify trends in hazards, inci­dents and accidents and provide periodic reports on safety performance;
  • Monitor and evaluate the effectiveness of risk controls;
  • Monitor civil aviation safety notifications in relation to their potential effect on operations; and
  • Ensure all personnel assigned duties in respect of the Safety Management System have received training to conduct their prescribed duties.

Qualifications and Experience Required:

  • Post-secondary degree or diploma or equivalent experience in aviation;
  • Post-secondary coursework in safety management preferred;
  • Excellent verbal and written communication skills, including report preparation and presentation delivery;
  • Experience supervising direct reports and proven team leadership abilities;
  • Proficient in Microsoft Office applications;
  • Eligible to obtain a Transport Canada Restricted Area Identity Card (RAIC);
  • Accreditation in Safety Management and/or Quality Assurance;
  • Experience with aviation security frameworks;
  • Experience in data analysis and interpretation;
  • Formal training or relevant experience in investigations including root cause analysis;
  • Superior analytical and problem solving skills;
  • Strong organizational skills and project management skills;
  • Demonstrated excellence in communication, customer service and team building with the ability to initiate and model positive change.
