Duties:






Reporting to the Manager, Human Resources, the HR Generalist is responsible for providing expertise and support to leadership and staff mainly in the areas of talent acquisition, onboarding, orientation and performance management to ensure an optimal employment experience with the City of Lloydminster.

Duties and Responsibilities:

Recruitment
  • Oversee the recruitment process to ensure compliance with legislation, collective agreements, and city policy.
  • Works with Hiring Managers to develop position postings, interview questions, conducting interviews, and onboarding new employees.
  • Provide guidance to managers on the first 90 day framework and follow up with employees.
  • Completes background and reference checks to ensure suitability of candidates.
  • Works with hiring managers in making sound hiring decisions that align with City processes and the applicable collective agreement.
  • Prepares the required documentation for a new hire, and employee movement within the City, ensuring all mandatory conditions are met and outlined in the employment offer; ensure accuracy of employment related files and documents.
  • Works with various departments on recruitment initiatives.
  • Research and stay current on the latest recruitment trends, bring recommendations forward to the Manager, Human Resources to enhance existing practices, and implement these changes.
  • Attend job fairs to promote the City of Lloydminster as an employer of choice.
  • Take a lead role with the recruitment software to ensure optimal use and troubleshoot issues for resolution.
Administration
  • Processes administrative functions including: data entry, copying, scanning and filing for employee personnel files.
  • Maintains the record retention and management for employee files and employment related information in compliance with Local Authority Freedom of Information and Protection of Privacy (LAFOIP).
Other
  • Provide backup coverage to the HR Administrator when required.
  • Maintains confidentiality and compliance of personal information in accordance with LAFOIP and the City of Lloydminster Privacy Policy.
  • Conduct Exit Interviews and identify/report any trends. Recommend and implement changes to the exit interview process to ensure relevant data is being collected.
  • Advises on Collective Agreement and Employment Legislation as it pertains to recruitment.
  • Provides engaging employee orientation sessions; trains staff on applicable policy, protocols and procedures. Make updates to the HR orientation as needed.
  • Builds relationships with all stakeholders to promote a harmonious working relationship.
  • Assist Manager, Human Resources with projects as required.
  • Other related duties as required.
Schedule:
This position is office based, normal working hours are between 8:00 a.m.-5:00 p.m. with the occasional requirement to work outside these standard hours.
Qualifications:
  • Completion of a two-year post-secondary diploma in: Human Resources and Labour Relations, Business Administration or a related discipline.
  • Minimum 2 years work experience in a recruitment environment.
  • Knowledge of Alberta and Saskatchewan Employment Standards and Human Rights Legislation as it pertains to recruitment.
  • Experience working in a unionized environment would be considered an asset.
  • Strong computer skills including areas in Microsoft Suite is essential.
  • Ability to maintain a high degree of ethics, discretion and confidentiality.
  • Ability to demonstrate professionalism, courtesy and respect in all interactions.
  • Ability to work independently and accurately, with a strong attention to detail.
  • Excellent communication skills, both written and verbal.
  • Strong organizational, verbal and written communication skills.
  • Ability to manage a high-volume, fast paced workload, while meeting tight timelines.
  • Excellent interpersonal skills that contribute to working effectively in a diverse working environment.
  • Shows a team player attitude, creates a working environment conducive to team achievement, productivity and competence with colleagues and management.
  • A valid Class 5 Driver's License registered in Alberta or Saskatchewan with an acceptable Driver's Abstract is required. This position may be required to operate a personal vehicle for business purposes.
