Job Summary
Under the general direction of the Associate Director of Human Resources, the HR Advisor, Systems & Labour Relations will be responsible for coordination of Human Resources (HR) projects as well as assigned labour relations work. The incumbent will support the College and leadership to implement, maintain and improve HR systems. This role will also work with all partners to promote a positive labour relations climate and to meet the organization's strategic and operational needs. This will involve collaborating with the larger College team on confidential administrative tasks and the maintenance of the highly confidential nature of the HR office. The position has broad responsibilities of routine and complex tasks that can be highly demanding. The incumbent must be able to work with minimum supervision, prioritize activities, and manage time effectively.

Specific Duties
Nature & Scope:
  • This position involves both the coordination and completion of long-term human resources systems projects and the daily ongoing work of labour relations with employee groups.
  • The incumbent will be assigned or proactively identify projects leading to the improvement of HR systems across the College. Project coordination will include communicating with partners, drafting and adhering to timelines, research, collaboration and providing evidence-based recommendations.
  • The nature of the HR Department and its work is such that there is a dedicated team approach with an emphasis on high quality customer service and the achievement of results in a timely manner.
  • The work often involves unanticipated emergent tasks and the Advisor's approach must take care to protect the interests of the College, students and employees.
  • The incumbent will support and advance the College's commitment to Truth and Reconciliation and an inclusive and equitable environment.
  • The incumbent will work within and advance the goals of the College as implemented in the Strategic and other College-wide plans.
  • The position is characterized by complex interactions, a high volume of team-oriented tasks and responsibilities within the HR department.

Specific Duties:
  • Coordinates the implementation and ongoing development, maintenance and support of Human Resources systems and tools.
  • Responsible for the development, implementation and ongoing administration of CNC's learning management system (LMS).
  • Collaborates with the College community and leadership to analyze potential learning content and make available learning opportunities for CNC employees and departments through the LMS.
  • Provide advice to leaders in all matters of labour relations including but not limited to performance concerns, investigations, human rights, grievances, bargaining, dispute resolution, maintenance of a respectful workplace and employee learning and development.
  • Provides advice and guidance to leaders in situations requiring interpretation and judgement. Works collaboratively with the HR team to ensure application of relevant policies, collective agreements, terms and conditions of employment, labour law and regulations.
  • Provide leadership and administration for initiatives as needed, including communicating with partners, organizing sub-committees, drafting planning documents and timelines, researching and identifying best practices, initiating activities and collaborating for results and recommendations.
  • Responds to enquiries about collective agreement interpretation, policies, procedures and practices, and in accordance with privacy legislation.
  • Recommends best practices to the Associate Director, or other senior leaders. Implements efficiencies to HR processes and procedures by reviewing HR practices relevant to assigned duties, and projects.
  • Acts as a backup to the HR Advisor - Talent Acquisition and Learning Development as needed for recruitment and hiring competitions and processes.
  • Assists in collective bargaining, including preparing proposals, conducting research, and recording bargaining minutes under the direction of the Associate Director of Human Resources.
  • Supports College committees as assigned with meeting coordination, research when required, and note taking at meetings.
  • Participates in an environment with high expectations of privacy, confidentiality and information security.
  • May be called upon to cover for other staff members in the Human Resources department as required in order to maintain critical operations.
  • Performs other responsibilities and duties related to the departmental plan as assigned.

Skills & Qualifications
  • Bachelor's Degree in a related discipline.
  • A minimum of three years of general HR experience with demonstrated expertise in employee-related information systems or labour relations including collective agreement administration, grievance handling, and performance management; an equivalent combination of education and experience may be considered.
  • Certified Professional in Human Resource designation is preferred.
  • Experience with design, implementation and management of projects.
  • Technical proficiency that includes experience and/or knowledge with information systems, reporting systems, data structures, workflows, or other technical details.
  • Demonstrated ability to effectively manage all resources for project completion.
  • Requires essential abilities to work with minimal supervision and has exemplary interpersonal skills, including relationship development, trust building and the ability to display tact, courtesy, and professionalism in all situations.
  • Must be flexible, able to cope with a significant workload and work under pressure to meet deadlines. Superior time management skills and the ability to prioritize tasks is essential.
  • Proven ability to gather, analyse, integrate and summarize complex and varied information and data, and to provide accurate, complete, and current communication, support and advice.
  • Demonstrated experience with various office software and communication technologies sufficient to be able to effectively author documents, create spreadsheets, communicate in various modalities, and manage deadlines.
  • Ability to work with highly confidential and politically sensitive issues.
  • Demonstrates the ability to take initiative.
  • Demonstrated knowledge of Human Resources systems.
  • Strong analytical skills.
  • Demonstrated commitment to service excellence and teamwork.
  • Proven ability to communicate effectively including highly developed interpersonal skills and the ability to facilitate project work with colleagues throughout the organization.
  • Ability to travel to all campus locations as required.
  • Prior experience in a post-secondary environment is an asset.
