Detailed Overview
Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
Reporting to the Leader, Work Design & Compensation, the Analyst provides technical systems leadership for interconnected Human Resources databases to generate advanced reporting for internal and external requirements. Functioning as the super user, the Analyst leads the development, maintenance and ongoing enhancement of compensation and classification databases; and extracts, links and summarizes data for WD&C use. Assists Client Partners in implementing classification changes by compiling data, preparing documentation, and directing internal departments on required actions. Leads the implementation of assigned Contract Interpretation Updates (CIU) and projects by defining; scope, data requirements, key deliverables, and timelines. Advocates with internal and external partners in the development, review, or transformation of programs from a Work Design & Classification perspective. Analyzes the impact of compensation and classification initiatives and/or issues that maintain consistency with broader organizational vision and strategies, mitigates risks and realizes efficiencies. Provides assistance in the development, maintenance and ongoing enhancement of compensation and classification databases, conducts and completes compensation surveys; develops statistical reports; initiates the gathering of information for third party hearings and conducts industry-related classification research activities.
Responsibilities
- Functions as a super user by developing and maintaining Work Design and Compensation databases that integrate information from sources such as Meditech, SQL databases, HSCIS, and the OJB. Establishes a link to OJB data in order to generate reports for WD&C using Crystal Reports.
- Facilitates the preparation of data requests by performing duties such as extracting, linking and summarizing data for WD&C use and as requested by internal Employee Experience departments and external partners and committees. Analyzes data and recommends a course of action to support decision making and to optimize implementation.
- Supports the WD&C Leader and Client Partners in researching and analyzing the impact of CIU provisions and translates requirements into actionable steps for implementation. Leads the implementation of assigned CIU/projects by interpreting and defining CIU scope and data requirements, objectives, key tasks, deliverables, system code set-up requirements and timelines. Consults with internal Fraser Health teams to ensure timely and accurate roll-out.
- Participates in systems migration and implementation projects with the assigned Project Team, as directed by Director/Leader. Conducts testing and documents specifications during the phases of system implementation life cycle to ensure that the minimum functionality requirements are met. Acts as the WD&C liaison for the assigned project team.
- Serves as WD&C liaison on data requests from internal and external groups and acts as a resource to interpret information pulled from data tables. Serves as a systems resource to the Benefits/Payroll departments regarding the administration of Collective Agreement provisions with a wage rate/classification impact; recommends and guides the creation of system codes to implement industry provisions.
- Provides input on behalf of WD&C to ensure consistent interpretation, application and definition of metrics; collaborates on sharing information to support industry initiatives such as HSCIS reporting, and HSPBA profile matching to support FH in implementing the new classification system. Responds to job and data requests from HR Consulting and People Analytics in preparation for collective bargaining, and to fulfill ad hoc custom report requests.
- Conducts classification-related research on behalf of the Client Partners by reviewing interpretations and jurisprudence in order to respond to union objections and facilitate grievance resolution.
- Initiates the gathering of information for third party hearings. Conducts audits of employee and job history, calculates potential liability and proposed settlements.
- Provides support to WD&C Client Partners and FH departments in training and orientation regarding processes, systems and resources. Provides communication to support CIU roll-out and key process steps required for internal and industry related projects.
- Participates in the set-up and orientation for new WD&C employees, and develops training plan and provides initial and ongoing training for WD&C Representatives regarding department processes, interpretation of Collective Agreement articles, systems, and actionable steps for assigned projects. Evaluates training effectiveness and makes adjustments to the pace and content of future training as appropriate.
- Acts as a resource to the WD&C team on compensation/classification matters and as a first point of contact for external partners such as; HEABC, external groups, and other Health Authority employers.
- Provides administrative and analytical support to Client Partners by processing job description and classification grievance files, provides detailed costing summaries, processes employee reclassifications, retroactive and lump sum payments and job code changes, and liaises with internal departments such as Benefits, Payroll and HR Consulting to resolve related problems and queries. Communicates with union representatives and HEABC on matters pertaining to job classification/evaluation and prepares related correspondence as appropriate.
- Identifies metrics to provide a statistical trending analysis for departmental requests. Develops and maintains Standard Operating Procedures for the various systems / processes.
- Initiates adjustments and runs audits on applicable wage tables within human resources applications in an accurate, timely manner to reflect salary adjustments, general wage and/or pay equity increases as per collective agreement requirements. Conduct regular audits of the job codes and job description inventory, Meditech dictionary and job evaluation information to ensure accuracy and integrity of data.
- Provides support and contributes to project teams and interdepartmental committees. Liaises with Leaders, clients, and committee members. Provides analysis of compensation and classification related data to relevant partners.
Qualifications
Education and Experience
Bachelors in Business Administration and or Human Resources supplemented with course work in databases and four (4) years' recent, related experience in compensation/classification in a multi union health care environment or an equivalent combination of education and experience. Proficient computer skills with word processing, spreadsheet and confirmed expertise in database programs. E.g.: MS Word, PowerPoint, Excel, Visio and Access.
