Job Summary

Fraser Health is responsible for the delivery of hospital and community-based health services to over 1.9 million people in 20 diverse communities from Burnaby to Fraser Canyon on the traditional territories of the Coast Salish and Nlaka’pamux Nations. Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

Reporting to the Director, Strategic Initiatives - Indigenous Health, the Leader is responsible for the development, coordination, implementation, and evaluation of cultural safety and anti-racism change initiatives and programs ensuring alignment with the strategic direction of Fraser Health (FH) and with the goal of enhancing FH's capacity to deliver culturally safe and anti-racist health services. The Leader is responsible for leading FH in embedding cultural safety and humility, as well as anti-racism, across the organization.

Provides leadership to the program by cultivating and maintaining strong relationships and partnerships with Indigenous communities and organization within the Fraser Region. Leads and supervises assigned staff within the team and manages associated budget.


Responsibilities

  1. Responsible for the development, implementation, and evaluation of cultural safety and anti-racism change initiatives and programs ensuring alignment with the strategic direction of FH and with the goal of enhancing FH's capacity to deliver culturally safe and anti-racist health services.
  2. Works in collaboration with the Director, in the operationalization of FH's Anti-Racism Strategy and Action Plan.
  3. Leads the embedding of cultural safety as a strategic goal and operational priority in the development of proposals, budgets, and work plans for proposed programs and related projects.
  4. Leads and guides FH leaders on effectively embedding cultural safety and humility, as well as anti-racism, into program planning and service delivery.
  5. Recruits, selects, manages and evaluates staff. Provides coaching, leadership and mentorship in their professional development. Provides regular, ongoing, clear and meaningful feedback to provide recognition and support performance enhancement.
  6. Plans and manages operating budget. Completes variance analyses and reports any discrepancies. Recommends budgetary adjustments if necessary.
  7. Ensures team deliverables meet established timelines and are in alignment with program values.
  8. Cultivates and maintains strong relationships and partnerships with Indigenous communities, organizations, various levels of government, educational institutions, other Health Authorities to promote information and knowledge exchange in relation to Indigenous cultural safety and anti-racism trends and developments.
  9. Leads Indigenous health and cultural safety curriculum development, training and knowledge translation activities across FH.
  10. Identifies critical barriers and/or issues impacting FH's commitment to cultural safety and humility, as well as anti-racism, and provides recommendations for addressing and resolving those barriers.
  11. Represents FH on cultural safety and humility, as well as anti-racism, initiatives at national, provincial, and regional meetings, committees and conferences, providing a FH perspective on emerging issues and opportunities.
  12. Manages the identification, collection and analysis of relevant information and best practices relating to cultural safety and humility, as well as anti-racism, initiatives and related projects, and synthesizes findings for Fraser Health leadership.
  13. Provides progress updates and presentations on assigned initiatives relating to cultural safety, anti-racism and Indigenous health.

Qualifications

Education and Experience

Bachelor's Degree in Indigenous Studies, Health Care Administration or a related discipline plus a minimum seven (7) years' recent, related experience in a large organization; or an equivalent combination of education, training and experience.

  • Demonstrated in-depth knowledge and understanding of Indigenous cultures and histories in BC and Canada.
  • Demonstrated in-depth knowledge and understanding of Indigenous cultural safety and its application in health care settings.
  • Demonstrated specialized skills in assessing and managing conflict in cross cultural, emotionally charged, and complex learning environments.
  • Demonstrated ability to work in Aboriginal communities and build positive and mutually beneficial relationships.
  • Demonstrated ability to deal with cultural concerns sensitively.
  • Demonstrated ability to design education material and lesson plans.
  • Demonstrated ability to teach, coach and mentor all levels of care providers.
  • Ability to operate related equipment, including computer hardware and software.
