Job Summary

Fraser Health is committed to working with First Nations, Métis and Inuit across the Fraser Salish region to plan and deliver culturally safe health services. We are committed to working with the Ministry of Health to eliminate systemic racism in the health care sector in our province.

We are recruiting for a Leader, Indigenous Recruitment and Retention to work with our Executive Director, Leadership & Talent and our Executive Director, Aboriginal Health, to support Fraser Health’s mandate to increase Indigenous voices and contributions at all levels of our organization.

In this role, you will shape and build a robust Indigenous employment strategy, and maintain positive and active partnerships with Indigenous communities and organizations. You will also partner with teams dedicated to building talent pathways, and culturally safe and inclusive practices to increase retention and recruitment of Indigenous staff.

Here are some of the areas of responsibility:

  • Build and implement Indigenous focused retention and recruitment strategies that align with the Anti-Racism Action Plan and improve opportunities to welcome, attract, retain and champion Indigenous talent at Fraser Health.
  • Collaborate with Fraser Health leaders and other members of the Talent Acquisition team to promote opportunities for Indigenous candidates throughout the hiring and onboarding process.
  • Work with school districts, post-secondary institutions, Indigenous community organizations to establish encouraging programs in order to promote career avenues and to increase access to employment in health care for Indigenous Peoples.
  • Ensure that all marketing materials are inclusive and culturally safe for Indigenous applicants and employees.
  • Provide direction on Indigenous recruitment issues as well as establish career paths for future opportunities.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

Reporting to the Executive Director, Leadership and Talent, the Leader, Indigenous Recruitment and Retention, fulfils an integral role in implementing Fraser Health's mission to increase indigenous voices and contributions at all levels of the organization. The Leader is accountable for developing, recommending and implementing Fraser Health's Indigenous employment strategy, and leading the Indigenous Retention and Recruitment team. The position provides leadership to the program by establishing and maintaining strong relationships and partnerships with Indigenous communities and organizations within the Fraser Region; and developing, promoting, implementing and evaluating; strategies, talent pathways, and culturally safe and inclusive practices to increase retention and recruitment of Indigenous staff.


Responsibilities

  1. Develops and implements Indigenous focused retention and recruitment strategies that align with the Anti-Racism Action Plan and which instill industry best practices and innovation to maximize opportunities to welcome, attract, retain and champion Indigenous talent at Fraser Health.
  2. Works collaboratively with FH leaders and other members of the Talent Acquisition team to identify and promote aligned opportunities for Indigenous candidates and provide guidance on Indigenous focused candidate sourcing, interviewing, selecting and hiring of Indigenous candidates.
  3. Works collaboratively with the Talent Acquisition marketing team to create recruitment and employment resources, and ensure that all marketing materials are inclusive and feel culturally safe for Indigenous applicants and employees.
  4. Sets strategy and proactively builds and expands strong external relationships with Indigenous communities, organizations, associations, educational intuitions to increase partnerships, gain feedback, and encourage Indigenous candidate referrals and applicants.
  5. Participates with Senior Executive Leadership and members of the Indigenous Health leadership team in reviewing operations, conducting needs assessments and environmental scans, and propose operational plans for key initiatives.
  6. Partners across the organization and within the Talent department to assess current policies, strategies, and practices related to engagement, career development, and retention of Indigenous applicants and employees; encourages awareness, develops improvement strategies, and address issues as needed.
  7. Works with Fraser Health leaders and Indigenous teams to provide guidance and advice on Indigenous recruitment issues as well as establish career paths for talented applicants for anticipated and future opportunities.
  8. Develops, coordinates, organizes and implements the Indigenous Retention and Recruitment strategy and leads strategic development and revision of the Indigenous Career Strategy with support from portfolio leadership.
  9. Leads and attends regular meetings to seek input and collaborate on future development of the program. Represents Fraser Health on industry-wide projects, initiatives and working groups.
  10. Works with school districts, post-secondary institutions, Indigenous community organizations and funding agencies to establish supportive programs in order to promote career avenues and to increase access to employment in health care for Indigenous Peoples.
  11. Conducts research and encourages feedback to ensure that Fraser Health maintains innovative and leading-edge health and human resources practices for indigenous recruitment and retention.
  12. Develops relevant measures of program success, maintains records and statistics, and provides written reports to Fraser Health's leadership team, as required.
  13. Executes management activities for the assigned program including budget oversight, payroll, viewing financial variance reports with the leadership team and developing action plans for meeting resource needs.
  14. Ensures that team deliverables are meeting timelines and are being delivered in line with the values of the program.
  15. Recruits, hires and orients new professional and support staff for the Indigenous Recruitment and Retention team and supports team members with program services, events, and coordination.
  16. Coaches, supervises, and evaluates performance of all partners within the team.

Qualifications

Education and Experience

Bachelor's degree in a Health Profession, Human Resources Management, Business Administration, or related field, plus seven (7) years' recent, related experience preferably in the health care field or an equivalent combination of education, training and experience.
