Job Description Summary

The Human Resources Coordinator, HR Projects takes a leadership role in the development, operationalization, and delivery of new HR projects, programs and strategic initiatives for certain units within the VP Students (VPS) Portfolio. The key focus of these new projects is to enhance the level of service and program offerings to the Portfolio, as well as to build capacity within the VPS HR team. In addition to their work with HR projects, they will provide advice and recommendations on a wide range of human resources management issues of moderate complexity with a fair amount of independence.

Organizational Status

Reports to the Senior Human Resources Manager and is a member of the VPS HR Team. Works collaboratively with other members of the VPS HR team and staff and management in Student Affairs, Student Health & Wellbeing, UBC Career Centre, Athletics and Recreation, and the Office of the Vice President, Students. Provides direction and supervision to the HR Coordinator

Works with various departments within UBC, including but not limited to Payroll, UBC Benefits, ISC, Workplace Learning, Total Compensation, and Workplace Health Services. Given the scope of the position, the incumbent will work with senior leaders within the VP Students Portfolio.



Work Performed

HR Projects, Programs and Initiatives

  • Takes a leadership role in the development, operationalization, and delivery of new HR projects, programs and strategic initiatives. Manages plans and aligns projects with the strategic direction of the Portfolio. Examples include, but are not limited to:
    • Integration of EDI best practices in general HR processes and initiatives
    • Departmental onboarding and orientation for new staff
    • Job abandonment process
    • Job searches in complex disability management cases
    • Attendance management cases
    • Audit and improvement of current administrative infrastructure, development of templates, as required
    • Builds expertise and team capacity with regards to Workday, payroll, and benefits
    • Performance management

  • Manages all aspects of onboarding processes, including identifying training needs, developing and implementing training/orientation programs necessary to meet those needs for new employees

  • Maintains, updates and refines job abandonment templates. Provides guidance and recommendation to departments for usage and implementation, ensures appropriate application within departments

  • Responsible for accommodations and disability management when identified, works in collaboration with Senior HR Manager, Return to Work Services, and the appropriate manager to identify possible accommodations in the workplace.

  • Analyzes staff retention patterns in relation to HR plan and makes recommendations.

  • Provides advice on attendance issues as they relate to unionized and non-unionized staff. Provides fulsome support on cases, and where applicable and appropriate, up to and, including termination, ensuring that departmental leaders understand the processes, and have the tools and advice they need to manage the attendance of staff who report to them. Escalates cases of greater complexity to Senior HR Manager.

  • Provides analysis and insight into allegations of sick leave abuse. Consults with Senior HR Manager prior to advising on appropriate disciplinary action.

  • Leads the development of a comprehensive salary administration program. Leads the annual merit program.

  • Plays a leadership role in operationalization of new performance management programs

  • Facilitates group and individualized training. Provides ongoing feedback, technical support and participates in the development of processes and training materials.

  • Participates in a wide range of other projects and committees.

General HR Support

  • Responds to enquiries from client departments, union representatives, and employees. Provides general advice on a variety of HR management issues, including but not limited to, interpretation of the collective agreements, contract interpretation, legislation affecting the workplace, recruitment, job classification, internal placements, and salary administration. Refers complex issues to the Senior HR Manager, as appropriate.

  • Facilitates conversations related to organizational restructuring, change management and employee relations issues including handling moderately complex disciplinary matters and referring more complicated issues to the Senior HR Manager.

  • In collaboration with Senior HR Manager, works and meets with union representatives, department managers, employees and to resolve issues and disputes by reviewing and documenting processes and recommending solutions.

  • Coordinates the preparation, research and submission of department information for arbitration and reviews with Senior HR Manager.

  • Participates in investigative interviews (as appropriate); reviews questions and strategies with Senior HR Manager.

  • Develops, maintains, prepares and analyzes a variety of accurate statistical reports, such as sick leave usage, absenteeism, turnover, leaves and salary progression. Provides updates and recommendations to departments.

  • Advises departments regarding foreign worker recruitment processes and provides guidance regarding the application process for labour market immigration assessments; partnering with Housing and Relocation Services to ensure departments are informed of Canadian Immigration and Citizenship processes and requirements.

  • Serves as a representative on various University committees and projects.

  • Performs other related duties as required.


Minimum Qualifications

Preferred Qualifications

Undergraduate degree in a relevant discipline. Minimum of three years experience or the equivalent combination of education and experience .Generalist human resources experience, preferably in a unionized environment. Experience in the administration of collective agreement and labour relations in a complex unionized environment. Familiarity with PeopleSoft FMS and HRMS applications is an asset. Knowledge of current Human Resources management practices, related provincial and federal legislation, and employee development theories and practices. Knowledge of UBC policies and procedures. Computer experience is required (Microsoft Office Suite, HRMS). Effective oral and written communication skills. Proven ability to work in a team and collaborate with others. Ability to negotiate and to deal with issues involving conflict. A high degree of initiative and integrity required on the job in dealing frequently with confidential material and inquiries from management, staff, and the general public. Demonstrated ability to establish and maintain supportive working relationships with all levels of management, staff, Directors, associations, and bargaining unit representatives. Ability to exercise tact, discretion, and judgment required. Demonstrated ability to develop and implement human resources and training programs. Ability to work effectively under pressure and to make effective decisions in a diverse, fast-paced, and changing environment. Ability to deal with a diversity of people in a calm, courteous, and effective manner. Ability to effectively manage multiple tasks and priorities. Ability to interpret and apply complex legislation, policies, regulations, and technical information. Ability to analyze problems, identify key information and issues, and effectively resolve. Ability to maintain accuracy and attention to detail.
