This is an exciting opportunity as a lead individual contributor to improve health system performance in delivering high-impact regional performance strategies, standards, and initiatives for an integrated, sustainable, and patient centered health care system.

As Lead, Performance Accountability and Funding Allocation – Central Region, you will be the main point of contact for managing Service Accountability Agreements and Performance for assigned Health service providers (HSPs). This includes the oversight of financial allocations of Transfer Payments.

You will work collaboratively with the other team members across Ontario Health to lead system improvements through planning and collaboration. You will drive innovation through initiating performance improvement initiatives and partnering with experts in the health care disciplines.

Here is what you will be doing:

  • Provides subject matter expertise and advice on financial and performance management of Health Service Providers (HSPs) and health system performance with specialized knowledge in the following: Community Support Services, Community Mental Health and Addiction, Hospitals, Primary Care and/or Long-Term Care with a focus on integration

  • Leads reviews and financial analysis for local HSPs and key performance indicator reports/plans related to Ministry and Ontario Health priorities in accordance with Ontario Health goals and objectives

  • Develops and maintains strong working relationships internally in Ontario Health and externally with HSPs, Ministry of Health, and Ministry of Long-Term Care in support of proactive/effective performance & issues management

  • Leads the completion of Service Accountability Agreements (SAAs) in one or more designated sectors, from inception to completion, including the development of associated schedules

  • Contributes advice and input from a hospital/community provider operations perspective for the development of health system performance and integration plans, reviews, and service gaps analyses

  • Identifies and supports prioritized clinical service changes & broader health system improvements in collaboration with Ontario Health and system partners

  • Works in collaboration with peers to standardize approach and best practices, including identification of variances and improvement priorities to streamline process in support of system integration and improved performance

  • Receives reports from other Ontario Health portfolios regarding performance of HSPs and interacts with HSPs to address performance and risk management issues in collaboration with other Leads and management including escalation

  • Assists in identifying and monitoring high-risk issues.

  • Leads program and service reviews as it relates to capital projects (early planning stages) and Health Service Provider service gap analyses

  • Makes recommendations related to access to care (wait time) allocations, provincial programs and other Ministry/Ontario Health directed programs

  • Participates in preparation of annual/multi-year performance management work plans

  • Monitors funded revenue provided by the Ministry in all sectors within the fiscal year.

  • Supports processing of transfer payment transactions into the Ministry’s tracking system (Allocation and Payment Tracking System (APTS)) and ensures all appropriate internal documentation and controls are in place.

  • Reviews year-end settlements received from the Ministry pertaining to HSPs’ year-end reporting results and works with Ministry and HSPs to resolve any identified discrepancies.

  • Assists with year-end audit by providing supporting documentation and preparing any year-end working papers pertaining to transfer payment allocations.

Here is what you will need to be successful:

Education and Experience

  • Bachelor's degree in business administration, health administration, Accounting and/or Finance required

  • Five (5) or more years’ financial management experience in the healthcare sector organization

  • CPA and/or equivalent designation, including a Master's degree in a relevant field

  • Proficiency with Microsoft Office tools, particularly Excel, Word and PowerPoint and SharePoint.

  • Facilitation and project management skills with the ability to manage projects simultaneously is an asset.

Knowledge and Skills

  • Proven leadership experience with operational or strategic decision-making related to program funding and performance management.

  • In-depth understanding of the health-care system, its stakeholders, programs, and issues.

  • Excellent communications and interpersonal skills to work effectively with senior level HSP executives and their management teams, and to liaise with colleagues across Ontario Health and with contacts in the Ministry

  • Experience in risk management and demonstrated capacity to identify and respond quickly to emerging issues and priorities. Passion for planning and organizing; systematic, orderly, and able to prioritize, coordinate, act, and follow-through. The position provides a critical role in reviewing and monitoring local funding plans and providing expert input and interpretation of system financial issues and their local impact.

  • Knowledge of performance management and evaluation techniques in one or more health sectors related to administrative and/or clinical performance

  • Basic understanding of Ontario Healthcare Reporting Standards (OHRS) is an asset.

  • Proficiency in Microsoft Excel and Word with a working knowledge of Information Management Systems such as SharePoint, Customer Relationship Management databases, etc.

  • Bilingual (French and English) oral and written communications skills is an asset
