Central East Correctional Complex seeks a confident, forward thinking leader to manage the planning, coordinating and oversight of financial and performance functions within the institution.

As the Deputy Superintendent, Performance and Financial Management, you will plan, coordinate, and direct finance and business services including coordinating and consolidating of department budget into institutional budget, institutional financial forecasting, development of multi-year business plans, monitoring, and reporting on financial performance and transactions to ensure compliance with legislation and the local operational plan.

Deliver on Business Goals and Priorities

Your leadership will be crucial in guiding the team towards the achievement of their business goals. It will be your responsibility to inspire and motivate your team to deliver their best performance and align the team's daily actions with the strategic vision of the ministry. As a Deputy Superintendent, Performance and Financial Management, you will:
• Plan, coordinate, and direct finance and business services including coordination and consolidation of department budget into institutional budget
• Oversee and coordinate performance system for the institution, ensuring compliance measures are in place for contract management.
• Participate in the integration of programs within the institution's security framework.
• Responsible for overall administration of Sergeants/Staff Sergeants.
• Assume responsibility for the administration of the institution in the absence of the Superintendent, and during after-hours and weekends, on a rotational on-call basis.
• Participate in strategic and operational planning and the review, formulation and implementation of institutional standards, policies, procedures and standing orders.
• Champion organizational change by positively influencing and participating in the establishment of a strong adaptive culture where corporate principles and values are effectively communicated, modelled, taught, and shared with clients and staff.
• Oversee human resources and labour relations matters.
• Represent the institution at negotiations and build coalitions and partnership with key stakeholders.

Leadership Skills and Financial Management

• You have a strategic, team-focused leadership style and can build on recent change initiatives to increase enthusiasm and commitment to the change process.
• You can manage staff, provide leadership, coaching and direction, and foster an engaged and inclusive environment
• You act with integrity, even when it is difficult to do so
• You can lead the planning, implementation and oversight of financial/business program planning, financial operations and business services, and performance management/ measurement.
• You demonstrate knowledge in human resources management, including performance management, succession planning, and labour relations issues.

Correctional Institutions Knowledge

• You have knowledge of the current theories, principles and practices of correctional institutions management, finance and administration, including knowledge of human behaviour, and relevant policies and legislation in order to provide the care, custody, control, safety, programming and accommodation needs of offenders

Analytical, Problem Solving and Strategic Planning Skills

• You are able to provide expert opinions and advice to senior management on identified and emerging financial issues impacting program or service goals, outcomes or efficiencies.
• You can apply a systematic approach in the development of complex work plans and annual budgets to achieve organizational goals
• You can use evidence-based approach for investigations
• You can manage challenging workloads, priorities and stressors, while exercising good judgment.

Communication and Interpersonal Skills

• You can communicate effectively with stakeholders, colleague deputies, and staff at all levels
• You represent the institution in negotiations, building coalitions and partnerships with key stakeholders
• You can write and articulate complex, technical and/or specialized information in terms that are easily understood by a variety of audiences
