As a Recruiter - Talent Acquisition within our Recruitment and Staff Support Department, you will be responsible for co-ordinating and managing the full cycle recruitment process for all internal and external Civilian vacancies within the Service, while also providing recommendations on Civilian recruitment and retention strategies in consultation with management from client departments, adhering to all applicable legislation, collective agreements and best practices.

What will your typical day look like?

  • Administers and co-ordinates the civilian recruitment and selection processes for all internal and external civilian job vacancies.  Creates internal and external job postings within HRMS; determining appropriate competencies, required testing and relevant screening questions.  Develops and creates all external advertising for positions and obtains and co-ordinates advertising quotes for approval.  
  • Liaises with Hiring Managers to obtain civilian job vacancy details to create job requisitions; conducts in-depth intake meetings with hiring managers to understand role objectives, job requirements and discusses sourcing strategies.  Provides recommendations to hiring managers on short term and long term recruitment strategies for their position and adapts recruiting strategies to meet changing needs.
  • Maintains online applicant records in HRMS and updates applicant status as required; monitors open job requisition activity.  
  • Compiles and analyzes Applicant Packages for Hiring Managers, which includes an assessment of the applicants’ qualifications (education, experience, and skillset), based on the qualifications of the position. 
  • Analyzes and determines necessary testing for applicants based on current and/or previous positions; runs Performance Appraisal reports for internal applicants and confirms all information is up to date and provides Hiring Managers with recommendations on next steps for each applicant.
  • Co-ordinates and moderates online information sessions with hiring areas to advertise for positions and attract candidates. 
  • Notifies applicants of their application status; analyzes and determines whether applicants require testing based on current and/or previous positions; schedules. Co-ordinates and proctors any required computer testing and/or assessments. 
  • Develops job-specific pre-interview assessments and behavioral interview questions in accordance with specified criteria, job specific competencies and applicable legislation.
  • Completes and calculates pre-assessments for each applicant, including analyzing corporate personnel files and completing Performance Appraisal calculations to determine pre-assessment score. 
  • Schedules interviews and participates on interview panels. Compiles, calculates and records interview results; calculates final results based on pre-interview assessments and interviews and notifies applicants.
  • For external applicants, negotiates salary, vacation and benefits expectations for new hires. Receives transfer/hire dates from Hiring Managers, calculates salary changes for internal transfers and inputs Manage Hires comments into HRMS for processing.
  • Utilizes recruiting platforms to source, connect with and attract both active and passive candidates in order to create a talent pipeline for current and anticipated staffing requirements.
  • Runs queries for applicants in various platforms using search parameters, to identify and connect with these applicants to engage and advise of positions, company awareness, in-depth review of role, etc. for current and/or future employment opportunities.
  • Utilizes applicant screening functionality within HRMS in order to perform preliminary and detailed screening to generate pool of qualified potential candidates. 
  • Provides advice and guidance to management and staff on employment and recruiting matters, policies, processes and programs. Provides feedback and guidance to employees and candidates on interview performance and self-improvement regarding the steps in the recruitment process.
  • Prepares and updates payroll/personnel information for civilian new hires, rehires and transfers; prepares offer of employment letters and transfer letters; calculates revised employment dates for civilian employment status changes, in accordance with collective agreement provisions, and prepares necessary correspondence.
  • Attends Career Fairs, Information Sessions and any related outreach initiatives as a representative of Peel Regional Police and provides guidance and organizational information to prospective applicants.
  • Conducts Human Resources induction process for new civilian employees. Provides new employees with all required orientation materials and liaises with various departments to ensure that applicable Service issued property is obtained. 
  • Compiles and verifies all required documents for new hires and rehires and enters appropriate information into HRMS and creates electronic files; audits HRMS entering for completed files and advises Human Resources of completion for the creation of corporate file.
  • Initiates background checks for all new hires and rehires and sends to Applicant Investigators for processing.
  • Performs additional duties as assigned.

You are someone with:

  • A Community College Diploma in Human Resources Management or Business Administration or a related field, or an equivalent combination of education and experience.  Certified Human Resources Professional/Leader (CHRP/CHRL) preferred.
  • A minimum of three years full cycle recruiting experience (Recruitment, Selection and Employment) in a fast paced, dynamic environment 
  • Experience working in a unionized public sector environment is an asset
  • Knowledge and experience in behavioural event interviewing and competency models, administration of assessments and tests, recruitment metrics, and “best practice” recruiting methods including social media, Applicant Tracking Systems, and non-traditional sourcing of candidates
  • Ability to build strong relationships with Hiring Managers and other Stakeholders

  • Valid Ontario Driver`s License (Class G) with full driving privileges

What we offer:

The salary range for these positions is $60,205 00 - $94,430.00 per annum. Peel Regional Police offers a highly competitive compensation package; applicants will be considered for the top end of the range ($82,626.00 - $94,430.00) based on experience. The salary is complemented with a comprehensive benefit program, including employer-paid Health/Dental, Life Insurance; and the OMERS Pension Plan effective upon hire. This position allows for the flexibility of hybrid remote working arrangements.
