JOB SUMMARY

The Corporate Learning and Development Branch supports the City on the analysis, development and implementation of Learning and Development programs, services, initiatives and corresponding governance policies relating to Organizational Development, Corporate Learning and Corporate Talent Development that aligns with the City's strategic plans and is implemented across the corporation, while partnering with stakeholders to develop innovative solutions to business needs.

As a subject matter expert developing HR programs, your primary responsibilities include:

  • Designing and delivering programs to build our talent pipeline, focusing in areas such as, succession planning, performance management, and workforce planning to drive business outcomes.
  • Supporting a shared organizational vision and culture, while accounting for flexibility that can meet unique business client needs.
  • Working as a member of a dynamic, creative and collaborative Human Resources team and with cross-functional internal design teams, as required to evolve, develop and implement talent management solutions that support the attraction, recruitment, development and retention of a talented and engaged workforce.
  • Utilizing innovative and collaborative approaches, data analytics and program evaluation techniques to build talent management programs
  • Collaborating with HR Business Services staff (Service Hubs), Centres of Expertise and client groups to develop and implement talent management programs and processes.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in Commerce, Human Resources, Business Administration, Public Administration or a related field, with specialization in Organizational Development or Change Management

Minimum of 5 years of related experience working with Human Resources and managing corporate-wide projects with practical experience in designing, implementing and evaluating talent management programs, such as workforce planning, succession and performance management.

CERTIFICATIONS AND LICENCES

Certified Human Resources Leader (CHRL) designation is desirable

  • Ability to negotiate and influence key decision-makers and stakeholders to support successful talent management program development and implementation
  • Tactful collaboration and relationship building skills with an ability to prioritize, negotiate, and work with all levels of the organization and external vendors as required
  • Computer systems and applications including MS Office, Human Resources Information systems

  • Excellent interpersonal skills and the ability to interact cooperatively, effectively and efficiently with staff and the public as required
  • Ability to work effectively in a team environment to achieve corporate, departmental and branch goals
