Reporting to the Director, Performance, Accountability and Funding Allocation, the Lead, Performance, Accountability and Funding Allocation is a mid-career level position and will be responsible for reviewing and administering the accountability agreements for Health Service Providers (HSPs).
The Lead, Performance, Accountability and Funding Allocation, will be the main point of contact for managing Health Service Providers Accountability Agreement and Performance for the assigned Health service providers and will work collaboratively with the other team members within and across the Regions of Ontario Health to lead system improvements through planning and collaboration. The Lead will drive innovation through initiating performance improvement initiatives and partnering with experts in the health care disciplines.
Please be advised that the scope of this role is regional in nature and therefore, will focus on the particular needs of the Health Service Providers for Ontario Health's North Region (i.e. Sudbury, North Bay, Thunder Bay, Timmins, Kenora, Sault Ste. Marie).
Here is what you will be doing:
Manages performance management of Health Service Providers (HSPs) and system performance.
Leads in the negotiation of HSPs Key Performance Indicators (KPIs) and targets including, but not limited to setting funding and functional Centres service volume targets
Develops Subject Matter Expertise in health system programs, and related system partners.
Leads the monitoring of accountability Health Services Providers' contracts, identifies and apprises management of imminent problems, issues, conflicts and potential political risks and impacts.
Provides subject matter expertise and advice to the Director, Consultant, and others as required on the operational and health system performance and risks in meeting the requirements of the Ontario Health, Ministry/OH Accountability Agreement, and any other OH requirements
Works collaboratively within the Consultant and Director to develop and manage critical stakeholder relationships and consultations and resolves a range of highly sensitive service provider relationship management issues
Collaboratively develop strategies and tactics to increase the health service spread and scale for identified initiatives/solutions
Maintains and develop the materials to enhance work performance, such as communications, reference material and reporting tools
Work collaboratively with other teams and partners in Ontario Health North Region for sharing of best practice, identification of innovations for spread and scale, share learnings, and identify opportunities for regional consistency in HSP Performance Management, Performance Monitoring, and Funding Allocation.
Leads in the completion of Service Accountability Agreements (SAAs) in a designated sector, from inception to completion, including the development of work-back schedules and supporting document
Identifies opportunities to improve performance across the health care system and engage healthcare leaders in change initiatives.
Lead the design and implementation of innovations in health care through collaboration with HSP's to drive performance and quality improvement and improved equitable patient and client outcomes
As assigned, lead in negotiation with HSPs to set performance and Funding targets
Manages Funding Allocation and Quality base procedures allocation and reallocation
Works with and collaborates with other team members of the Performance, Accountability and Funding Allocation team to complete system level project items as assigned
Supports the development and implementation of regional Performance Framework and Funding allocation Framework.
Provides advice and input to the development of health system and integration plans
Provides Consultant and Director with recommendations related to Ministry/Ontario Health directed programs
Participates in and contributes to inter-Ontario Health dialogue on the provincial performance management framework and its application to local health service delivery organizations, as appropriate and requested
Leads committees and HSP performance meetings as assigned
Leads and manages the integration activities as necessary from the performance and accountability perspectives including development of integration tracker and ensure progress reports are received and evaluated
Other Ad-hoc requests as assigned
Supports the quarterly risk management cycle, including supporting engagement of internal stakeholders across North Region business units to identify risks and develop appropriate risk responses through mitigation and contingency plans.
Plans and leads Service Provider Organization performance audits
Provides subject matter expertise and advice to the Consultant and Director related to HSPs Performance measurements and improvements
Coordinate with HSPs to support implementation of auditor general recommendations and respond to inquiries
Maintains strong working relationship with HSPs in support of proactive/effective performance, issue management and completion of SAAs from inception to completion, including the development of work-back schedules.
Develops issues management and escalation process, project evaluation and monitoring, including the infrastructure to track key indicators.
Identify and implement innovative practices to further improve processes in alignment with the performance management strategy and framework.
Participates and contributes to internal planning groups and working groups as appropriate and requested.
Demonstrate subject matter expertise on priority health system issues, including performance measurement, health system data and HSP funding.
Education and Experience
University degree, preferred in Business Administration, Health Administration, Finance, Accounting or equivalent work experience
5-7 years of experience within the healthcare community in Ontario in a finance, decision support, analytics & reporting, project management or a similar role
Knowledge and Skills
Advanced knowledge of analytical and interpretation skills that would support quality outcomes.
Knowledge and experience of the Ontario healthcare system, accountability agreements and contract performance management and related issues
Knowledge of performance management and evaluation techniques in one or more health sectors related to administrative and clinical performance
Ability to translate health system questions into data analyses, and to clearly explain results and limitations of analyses.
Ability to simplify complex information.
Experience with health system data and reporting.
Demonstrated leadership skills including the ability to influence others and facilitate meetings
Demonstrated ability to build and maintain effective, strong relationships with internal and external stakeholders (liaison role)
Effective team player and strong ability to work in a team environment and independently
Solid project management experience and skills including knowledge of project management methodologies, tools and templates (PMP certification is an asset)
Administratively strong and able to converse well with HSPs and other regions as required
Advanced knowledge of applications and tools used in data management and statistical analysis
Excellent organizational, time management, interpersonal and communication skills to work with HSPs, management team and liaise with colleagues
Able to use a variety of software programs in the Microsoft Office Suite (Outlook, Word, Excel, Power Point, Project)
Financial acumen
English/French bilingual would be an asset.
