Here is what you will be doing:
The Lead, OHT Performance, will be responsible for leading the design and execution of evidence-based strategies and projects that build the maturity and performance of Ontario Health Teams (OHTs).
The Lead, OHT Performance, will contribute to this work by:
Leading the selection and review of OHT performance measures, including developmental measures
Leading the production of provincial scorecard, reports and insights to support the assessment of OHT performance
Partnering with OH regions to lead OHT performance review processes with the goal of identifying improvement opportunities
Enabling the success of priority OHT projects by designing performance measurement, evaluation and reporting approaches that support integrated care and population health management
Facilitating effective decision-making by providing strategic analysis, recommendations and briefings for Ontario Health's senior leadership team.
Here is what you will need to be successful:
Lead the translation of Ministry of Health policy and Ontario Health Corporate strategy and Annual Business Plan priorities into evidence-based and integrated strategies and projects at the portfolio level.
Lead the design and implementation of the OHT performance framework aligned to provincial OHT priorities that includes a phased approach to enabling performance improvement .
Partner with scientific advisors, OHT representatives and OH internal program areas to select system-level and program performance measures using evidence-based approaches.
Lead the design and implementation of a process for selecting, testing, evaluating and validating developmental performance measures
Support the design and implementation of patient and provider experience surveys aligned to OHT priorities
Lead the development of program measures aligned to deliverables within OHT funding and accountability agreements.
Identify and work with internal and external stakeholders to address measurement gaps.
Lead the design and distribution of provincial scorecards and performance reports that support the assessment of OHT performance
Identify and summarize insights about OHT performance at an individual and pan-OHT level by analyzing multiple data sources, including stratifications
Lead the design and implementation of performance review and improvement processes in partnership with Ontario Health's Regional OHT Leads.
Lead the design and implementation of target-setting and benchmarking methodologies to support the assessment of OHT performance
Lead the planning and implementation of priority projects that advance OHT development and maturity with a focus on performance measurement, evaluation and reporting strategies.
Oversee the development and implementation of evaluation plans by third party evaluators, including data collection and reporting processes, for priority OHT initiatives.
Support the development of reporting and communications that demonstrate OHT impact by integrating OHT performance data with other key insights from OHT reporting and consultations
Work across Ontario Health portfolios, the Ministry of Health, OHTs and other system partners in a collaborative and consultative manner to advance OHT development and integrated care.
Translate data and analysis from research, reporting and evaluation activities into meaningful dashboards, reports and presentations for executive level briefings for Ontario Health's divisions and regions, the Ministry of Health and other key stakeholders.
Lead the development of proposals for new strategies, projects and funding that align with Ministry of Health policies and Ontario Health's corporate strategy.
Work with Ontario Health's Corporate Strategy and the Ministry of Health to support performance monitoring and reporting.
Education and Experience
Minimum of 5 years of experience working in research, consulting, health or public administration or a related field with relevant experience in performance measurement, data analysis or evaluation
Completion of a Master's degree in a related field (e.g. MHSc, MHA, MPA) .
Knowledge and Skills
Knowledge of health care systems and priorities, including integrated care and population health
Strong business acumen, leadership and critical thinking abilities with the ability to apply systems thinking to complex problems.
Demonstrated experience designing and managing performance measurement, evaluation and reporting processes that support continuous improvement
Demonstrated expertise using different qualitative and quantitative evaluation methodologies and tools, including theories of change and logic models, to assess the impact of programs and projects.
Ability to design data collection approaches that support performance monitoring, evaluation and reporting objectives.
Demonstrated experience developing surveys to collect qualitative data to support performance and quality improvement . Expertise in patient and provider-reported experience measurement is considered an asset.
Strong ability to develop research plans, analyze data, identify new insights and translate them into program and policy recommendations
Strong research and analytical skills with a demonstrated ability to synthesize and visualize data and analysis into briefing materials, presentations, dashboards and reports.
Demonstrated experience leading complex project activities, from initiation and design to implementation, monitoring and reporting. Experience with project management methodologies is an asset.
Outstanding ability to form working relationships and partnerships with external stakeholders to advance common priorities.
Demonstrated ability to lead internal and external consultations to identify opportunities and challenges and build consensus relating to potential solutions.
Strong writing skills and ability to translate complex ideas and concepts for both executive and public audiences
Ability to develop and deliver impactful presentations confidently to a variety of audiences
Proven ability to work in a fast-paced environment; adaptable, flexible, positive and responsive to change
