Objective:

To provide direct support to all Friendship Centres/Delivery Sites in a specified region (Northeast, Northwest, Southeast, Southwest), including the management, monitoring and oversight of OFIFC programs. This includes planning, developing, implementing, monitoring, reviewing, and evaluating programs, initiatives, project activities, finances and ensuring fiscal and reporting requirements are competently met in a timely manner.

Key Deliverables:

● To provide robust and culturally responsive program management of OFIFC programs and support effective service delivery in Friendship Centres and Delivery Sites within a regional catchment area.

● Direct Support to Friendship Centres/Delivery Sites in a specified region (Northeast, Northwest, Southeast, Southwest)

● Supervise up to 4 direct reports

● Management of Friendship Centre program/initiative/project budgets, deliverables and reporting as delegated by the Director of Program Delivery and accountable for the results

● Exceptional knowledge of fiscal management (budgets, program expenditures, etc.)

Education/Work Experience:

● Post-secondary education in Social Sciences, or related discipline combined with 3 - 5 years' experience in Program Management

● Minimum 2 years' experience at a Supervisory/Management level

● 3 - 5 years' experience working within a not-for-profit sector, preferably within an Indigenous organisation

● Program/Project Management certification is an asset

Key Responsibilities:

Program Management & Friendship Centre/Delivery Site Support - Plan, Develop, Implement, Monitor, Review and Evaluate (65%):

● Provide direct support to Friendship Centre/Delivery locations as required, inclusive of quarterly communication in the required manner.

● Provide oversight of OFIFC programs to ensure consistency with with criteria established by funding sources and the vision and goals of the OFIFC and Friendship Centres.

● Manage and implement the Urban Programming for Indigenous Peoples (UPIP) funding in regional Friendship Centres, including communicating budgets to Friendship Centres, reviewing and approving budget amendments and reports, etc.

● Plans and develops program tasks and resource requirements (time, financial, people, technology).

● Implements and monitors program resources including program changes, preparation and presentation of reports, work plans defining program progress, problems and solutions.

● Reviews and evaluates regional program deliverables, services and initiatives using appropriate tools.

● Ensures compliance with all applicable provincial and federal laws and regulations as well as internal policies, procedures and practices.

● Supports the development of program proposals to address Friendship Centre needs and gaps, as appropriate.

● Manage funding contracts with Friendship Centres/Delivery sites for assigned programs, including reviewing and approving budget amendments and quarterly financial reports, and initiating payments.

● Ensure adherence to funding agreement requirements (e.g. reporting, activities, program expenditure eligibility, etc.).

● Participates in Friendship Centres risk assessments and supports risk management activities


Communication, Liaison and Support (25%)

● Conducts program support to Friendship Centres/Delivery sites as required.

● Relationship-building with Friendship Centre Executive Directors and leadership.

● Builds and maintains positive supportive stakeholder partnerships;

● Acts as government liaison, chairperson, , facilitator, spokesperson in for a, events or meetings as directed.

● Integrates with other program workgroups through committees, focus groups, etc. to support joint projects/initiatives, as directed.

● Integrates with all OFIFC Internal Workgroups to identify priority needs of regional Friendship Centres (e.g., policy, training, etc.).

● Develops relationships with regional stakeholders, partners, government and other organizations as required.

Human Resources (10%):

● Supervises and maintains HR responsibilities for direct reports by providing direction, coaching, feedback, training and development opportunities and implements the performance management process.

● Participates in the recruitment and selection process of non-management staff.

● Regularly conducts direct reports' performance reviews.
