Senior Payroll Officer

Permanent Full Time

The Toronto Grace Health Centre (TGHC) provides specialized care and services to individuals who require Complex Continuing Care, Post-Acute Care Rehabilitation, Palliative Care, Wound Care, Respiratory Therapy, and Transitional & Remote Care. The care and services provided at TGHC helps facilitate patient flow through the health care system and ensures recovery and supports their integration back into the community.

POSITION SUMMARY:

Reporting to the Controller, the Senior Payroll Officer will be responsible for all aspects of the payroll function including the development and management of the payroll system and processes, payroll processing, government requirements for remittances and reporting, and provide assistance with benefit administration. Will maintain, plan, organize, and supervise payroll operations; establish and maintain, recommends and provide information to meet the hospital budget; supervise staff dealing with scheduling.

KEY RESPONSIBILTIES:

Reports (50%):

Reconciles monthly payroll vs GL reports.

Prepares monthly vacation, statutory holiday, float day and banked OT reports and annual payroll reports such as EHT Annual Report, WSIB Reconciliation, HOOPP MDC Report, Year Ended Reports and Processes T4s and T4As. Assists Controller with MOH reporting, Case Costing and other internal or external reporting.

Provides, summarizes, formats and analyses data using Payroll system reports and/or Excel spreadsheet.

Assists year-end audit with reconciliations, analysis, liaise with auditors.

Develops Payroll System reports and Excel spreadsheets to validate payroll process and generate payroll data for financial and statistical analysis.

Develops reports to support the budget process and assists in multi-year planning and costing assumptions.

Payroll (20%):

Processes bi-weekly payroll and ensures accurate pay deposits are on time and free from errors with the check from reports.

Maintains payroll system to ensure accurate production of payroll checks, advices, and reports.

Processing (10%):

Ensures that payroll information is updated; provides input to managers and staff for implementation of changes to earnings, deductions, and benefit programs.

Coordinates with Information Technology Department of system upgrades and updates; reviews and identifies effects of changes on internal payroll processes; provides input for development of payroll interfaces and reports; troubleshoots payroll system problems; implements changes.

Payroll Information Systems (20%):

Identifies, implements and maintains Payroll System and Ormed/ADP Time and Attendance scheduling system functionalities; reviews and identifies effects of changes on processes.

Assists in developing project plan and timeline.

Acts as an information source for IT Department and key users to implement changes; verifies system functionality by testing.

Implements proposed processes.

Training of end users for Time and Attendance scheduling system.

Interfaces with staff of other departments to establish, modify and/or correct errors in manual and automated Payroll/Human Resources/Time & Attendance systems and/or the interpretation of documents.

Provides crystal reports to managers of any education courses taken in-house as needed.

Maintains Administrative Policies and Procedures Manual and keeps update in the intranet. Communicates with management of any administrative policies revised, added or deleted.

Maintains Payroll systems for upgrades and legislative changes.

QUALIFICATIONS:

Education and Qualifications:

Minimum high school diploma

CPA and or Certified Payroll Manager (CPM) or Payroll Compliance Practitioner (CPC) designation.

3-5+ years payroll experience

Hospital experience (an asset)

Must have the physical strength, flexibility, and endurance required to perform the job, as determined by the physical needs assessment of the position conducted by employee health services.

Strong communication and organizational skills

Strong analytical and problem-solving skills

Attention to detail

Excellent time management skills

Ability to work independently and meet deadlines

Comprehensive knowledge of all legislation affecting payroll, taxation, employment standards, WSIB, Employment Insurance, garnishments orders, employee benefits, pensions, T4 processing, EH, Union agreements and union dues

Excellent computer skills (Excel – mandatory, ADP Time and Attendance and Payroll system, Crystal Reports and Ormed experience strongly preferred)
