To provide the full range of talent acquisition (TA) services, in respective client portfolios, partnering with Ontario Health's (OH) leadership through a consultative approach to support the Agency in accomplishing its' business and talent acquisition needs.
To provide analysis and strategic advice in the development of talent acquisition strategies and action plans that ensure legislative and Agency process compliance while meeting the immediate and future talent needs.
Here is What You Will Be Doing
Manages the end-to-end recruitment life cycle for Digital Excellence, Information Technology, and other portfolios as required, including drafting job postings, developing recruitment action plans, conducting candidate searches, screening, selection, and offer through to placement.
Leads business/position requirements gathering sessions with hiring manager to determine the appropriate knowledge, skills and capabilities requirements to plan talent acquisition strategies that meet immediate and future business talent needs.
Defines and executes innovative search tactics using health sector best practices to attract qualified candidates, internally and externally, building agile recruitment plans to adapt to unanticipated changes in direction throughout the recruitment cycle.
Identifies emerging talent pools and builds sourcing practices designed to support Diversity, Equity and Inclusion with the sourcing of BIPOC candidates including, persons with disabilities, Indigenous, Francophone and LGBTQIA+.
Plans interview and selection procedures, including the development of targeted interview guides to identify candidates whose skills and experience best meet role requirements.
Liaises with HR Business Partners and Generalists to facilitate an integrated HR service delivery to hiring managers and candidates; consults with colleague TA Specialists on challenging recruiting situations.
Ensures recruitment activity is updated regularly in the applicant tracking system, reporting on hiring metrics, trends, successes and challenges; gathers intelligence of individual candidates skills, experience and potential fit for a role within the organization.
Contributes to the continuous improvement of recruitment practices and resources by supporting HR driven projects and initiatives.
Develops strong partnerships and relationships with hiring managers, within Digital and IT, and across the organization; demonstrates a professional approach to support the overall credibility for the Talent Acquisition function, and works towards on-going management satisfaction with the services provided to the business during each recruitment and selection process.
Here is What You Need to Be Successful
Education and Experience
Completion of a Bachelor's degree or College Certificate in Human Resources or recognized equivalent
Minimum 5 - 7 years of high-volume recruitment, preferably in corporate and/or search firms supporting Digital and Information Technology, with a proven track record of successfully placing high performing talent.
Experience working on Ontario Public Service (OPS) roles supporting Digital and Information Technology considered an asset
Experience working in a unionized environment with familiarity with collective agreement articles related to recruitment, an asset
Experience with Human Resources Recruitment Systems (e.g. Workday), an asset
Skills & Knowledge
Comprehensive knowledge of the best practices of human resources talent acquisition and ability to source emerging staffing trends/issues in the health sector.
Knowledge of organization culture, and management issues to develop talent strategies/action plans to understand future projections, and develop strategic staffing plans that can adapt to both the market and the growth trends of the organization.
Knowledge of staffing related legislation (e.g. Employment Standards Act, Occupational Health & Safety Act, Ontario Human Rights Code, Accessibility for Ontarians with Disabilities Act, etc.), OH staffing policies, processes, and articles related to staffing in OH Collective Agreements, etc., in order to provide advice and support to portfolio managers on a range of talent acquisition issues.
High initiative, strong organizational and time management skills to meet deadlines and adapt to changing priorities and the need to fill roles from multiple people/areas of business,
Familiarity with MS Office suite including MS Outlook, Word, Excel, PowerPoint, Teams, etc.
Project management techniques to provide recruitment expertise in support of business-focused projects; to manage multiple priorities simultaneously and drive recruitment projects to completion in a fast-paced environment.
Familiarity with all components of the staffing process from job design through to recruitment strategies, job offer and on-boarding.
Analytical Thinking & Problem Solving
Well-developed conceptual and analytical skills to identify and assess portfolio management talent acquisition needs, identify options and propose action plans to address requirements.
Research skills, to review and analyze talent acquisition metrics, trends, etc. such as systemic attraction issues in the sector, process concerns, etc. and to prepare recommendations and reports, as requested.
Strategic thinker to identify short- and long-term options to HR recruitment and planning activities.
Anticipates emerging issues, assesses their complexity and degree of short/long term impacts on talent acquisition plans to pro-actively identify potential HR risks and develop change strategies.
Communications
Communications skills and political acuity, to develop and maintain effective business partnerships within portfolio and to advise on complex talent acquisition matters and/or influence the resolution of conflicting viewpoints.
Proven client-focused approach with high level of professionalism and discretion.
Leadership & Development of Others
Coaching experience with a talent acquisition focus to provide support to portfolio management throughout the staffing process.
Independence of Action
A self-starter, comfortable working on own and / or in cross-functional HR teams
Exercises considerable independence (and discretion) working directly with portfolio management to ensure strategic and operational talent acquisition supports are provided in an effective manner.

Decisions and recommendations are guided by legislative requirements, recruitment policy, Collective Agreements and OH's mandate and talent needs.

Strong interpersonal skills, including the ability to form trust-based working relationships with employees and managers; Action oriented with a high degree of responsiveness to hiring managers and candidates.
Ability to liaise with HR Business Partners and Generalists to ensure an integrated service and support to portfolio management in the hiring process.
Ability to effectively and pro-actively liaise with all levels (from senior management to employees) across OH.
