Who we are

The Independent Electricity System Operator (IESO) works at the centre of the province's power system, ensuring Ontarians have access to reliable and cost-effective electricity when and where they need it. We operate the province's electricity grid 24/7, design, run and oversee the wholesale electricity markets, and plan and prepare to meet Ontario's electricity needs - now and into the future.


The opportunity

Lead the team of specialists responsible for operation of existing business programs as well as design of new IESO funded conservation programs and innovative pilot programs, ensuring that all programs are operated and developed with attention to best practices, cost effectiveness and stakeholder input.

  1. Manage workload allocation for their reports and undertake their own project work.
  2. Design and oversee the creation of new conservation programs, the operation and enhancement of existing conservation programs and the development of innovative new pilot programs/initiatives.
  3. Procure and supervise third party program design consultants where appropriate.
  4. Work collaboratively with, seeking input from, and representation from, a variety of other functional areas internal or external to the IESO, as per nature of the projects undertaken.

What you will do

  • Lead the operation and design of existing and new IESO funded conservation programs and pilot programs, and other programs as directed under the guidance of the Senior Manager, Business Program Performance
  • Supervise the team of program advisors to carry out the operations and design of conservation programs and pilot programs
  • Manage the evolution and maintenance of the IESO's overall conservation program design framework, including knowledge of best practices and new program models from other jurisdictions
  • Ensure cost-effectiveness of all new conservation programs and any changes to existing programs
  • Ensure the development of robust business cases to support all new and amended program designs
  • Manage the competitive procurement process to secure 3rd party program design consultants to carry-out program design work in the most cost effective manner
  • Working closely with the Evaluations Manager, ensure that new and amended programs are able to be evaluated and results measured and that new/amended programs integrate lessons learned through the IESO EM&V process as applicable.
  • Build and maintain relationships within the broader energy efficiency community: LDCs, external information providers; research and policy community; academia; professional associations and relevant government agencies; NGOs; research houses and organizations.
  • Influence the culture of conservation internally and externally
  • Develop and refine an approach to incentive setting that can be applied across IESO-funded programs
  • Support the Senior Manager, Business Program Performance in the development of partnerships and projects for energy efficiency and demand side management innovation
  • Perform other duties as required.

What you need to succeed

Education:

  • Relevant undergraduate degree in business, consumer psychology, marketing, engineering or other to enable integration of the many facets of successful program development and implementation
  • Post graduate degree is an asset

Experience:

  • Direct experience in human-centred program design ideally within an energy efficiency/demand side management context.
  • Strong knowledge (particularly energy sector knowledge) of the principles of program design
  • Experience in conducting cost-benefit analyses of public policy, energy or related programs
  • Understanding of internationally-recognized resource efficiency measurement and verification protocols, particularly the International Performance Measurement and Verification Protocol (IPMVP).
  • Project and contract management skills including managing relationships with outside contractors
  • Experience in managing public sector procurement processes, including writing clear and precise work statements, RFPs, etc.
  • Knowledge of the electricity sector and regulatory environment
  • Knowledge of the principles of effective program design
  • Experience in the application of market research and stakeholder/interested party feedback processes
  • Experience leading team or project, collaborating with cross functional teams and mentoring is preferred


A period of over 8 years of professional work experience, including at least 5 years of program design experience, is considered necessary to gain this experience.

The IESO offers a hybrid work model program to most of our employees, based on business needs. Individuals participating in the program can work an average of three days per week remotely within Ontario. It also offers three flex weeks when individuals can work remotely within Ontario . When working in the office, you will be located at our Toronto location.
