Key Job Functions

Reporting to the Supervisor - Workforce Administration, the Workforce Coordinator is responsible for administering the seniority-based bidding process, to fill unionized positions throughout an assigned client group, including posting vacancies, reviewing qualifications of, and ranking bidders, and initiating changes for employees, such as status, seniority-based transfers, and promotions. The incumbent is also responsible for the maintenance of related systems, databases, records, and reporting requirements for their assigned client groups.

You will review changes to workforce complement numbers arising from the approved annual budget, and determines process and schedule to maintain position occupancy through seniority-based bidding and transfers; provide advice, guidance and direction to Group/Department senior staff concerning workforce administration procedural matters, and consults with Employee Relations; consult when appropriate to discuss and obtain advice on complex or potentially precedent-setting issues, collective agreement interpretations, grievance issues; authorize Recruitment Requisition forms for union and non-union positions of assigned client group and arrange the posting of vacant positions for union bidding, processes bids received from unionized employees, reviews for seniority, prerequisites, training, license requirements and medical fitness to determine successful applicants for vacancies.

You will maintain various databases and develops reports for the administration and tracking of seniority bidding activity, and new hires; provide workforce related reports for client groups showing budget, job classification, status, etc.; keep managers informed of workforce and union activities and any workforce administration problems concerning assigned client group, (i.e. union complaints, developments from committee work, etc.); participate in departmental and interdepartmental meetings and ad hoc committees related to the application of the Collective Agreements; substitute for the Supervisor - Workforce Administration as required; request updates, check, maintain, and distribute seniority lists of unionized employees to worklocations, shop stewards, Union Board Members and various staff and arrange the appropriate/mandatory training (e.g. Subway/SRT Rule Book, Safety Orientation, etc.) for newly transferred employees.

You will coordinate with operational departments and procurement, reviews employee eligibility for specific tools and tool kits, based on job title, and administers annual payments for related allowances; analyze and calculate special payments for employee groups in accordance with the Collective Agreement (i.e. Apprentice Supplement and Cold Weather Supplement); monitor employees with restrictions due to discipline or medical disability to ensure their placement/bid for compatible positions in consultation with Occupational Health & Employee Wellbeing staff and consult with Payroll department to resolve payroll issues (e.g. Discrepancies and deductions).

What Qualifications You Bring

  • Completion of a post-secondary education in Business Administration or other related field, combined with knowledge and experience in seniority-based bidding process for a unionized workforce, or a combination of education, training and experience deemed to be equivalent.
  • Ability to interpret and apply policies, rules, and procedures for seniority-based job bidding
  • Familiarity with business administration and costing concepts and practices
  • Sound judgement; and good organizational, analytical and problem solving skills
  • Highly developed interpersonal skills as well as effective oral and written communication skills
  • Good knowledge of computers and relevant computer systems applications (i.e. MS Office Word, Excel, Access, etc.)
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees
