DUTIES:
Reporting to the Deputy Treasurer of Financial Accounting & Corporate Controls, this position is responsible for the management of the Corporation's overall Payroll functions, covering a number of bargaining units and various payroll groups with strict adherence to defined timelines required for the processing and completion of the payroll; Ensures the ongoing development, adherence and monitoring of a strict control environment as it relates to the processing of corporate payroll; Ensures the accuracy and proper accounting treatment for all aspects of the payroll process; Is responsible for the processing of all Payroll related Revenue Canada remittances, reconciliation and filings as well as assisting with the reconciliation of all payroll related liability accounts; Is involved in the development and ongoing upgrades required to the Peoplesoft Human Resources Management System (HRMS) and Workforce Management System relating to payroll compliance; Works closely with I.T department to solve technical issues relating to the payroll systems; Undertakes various analyses regarding payroll and other related costs such as overpayments; Reviews overpayment trends quarterly; Handles final approvals for all EFT payments for benefits and payroll repayments compliance with corporate policies, collective agreements and all applicable legislation relating to payroll; handles inquires and provides information to internal, external and government stakeholders; Completes and files various government statistical filings on behalf of the Corporation; Ensures the completion and reconciliation of all statutory filings (i.e. T4's, T4A's, OMERS 119, etc.) including multiple year end processes on an annual basis and within the defined reporting deadlines; Is responsible for preparing payroll forecasting for review of CPP, EI, EHT, sick leave gratuity; Is required to work with both internal and external auditors as it relates to payroll; Flexible and able to handle multiple tasks, deadlines, re-prioritizing workload due changes and interruptions; Manages a department of six staff members; Responsible for providing updates and training to staff to ensure they are kept current with all processes, procedures and legislation;Works closely with Human Resources such as but not limited to the Employment Service Centre (including training on changing payroll requirements and input into payroll related procedures), Labour Relation and Disability Management Specialists; Provide feedback from a payroll perspective for projects, workflows, procedures, negotiations and legislation updates. Will perform Occupational Health & Safety duties as outlined in the Corporation's Health and Safety Program. Will perform other related duties as required.
