Job Summary

The Engineering Field Health and Safety Specialist is responsible for providing daily Health and Safety (H&S) coaching and guidance to all Engineering employees and works with the Engineering Safety Manager on programs to improve H&S compliance and performance. Moreover, the position serves as an H&S resource and Subject Matter Expert (SME) to Engineering.

Main Responsibilities

Implementation and Monitoring
· Implement and monitor the effectiveness of safety programs
· Collaborate with Engineering on safety training
· Participate in the development and implementation of training programs
· Provide expertise and support to leadership in the development and implementation of annual and long-term H&S improvements and action plans
· Lead, participate, and coach incident root cause analysis
· Recommend and implement corrective and preventative actions and evaluations

Field Coaching and Observations
· Participate in Job Safety Briefings (JSB), Exposure Risk Discussion (ERD) and Hazard Identification (HI)
· Utilize System, Applications, and Products (SAP) to enter incidents and run reports
· Improve the safety culture and mindset of railroaders so that railroad work throughout the craft can go to zero injuries or incidents
· Provide field support to Quarterly Safety Days (QSD) presenting to unionized forces and management
· Lower Motor Vehicle Incidents by reviewing and coaching with leading factors to promote defensive and alert vehicle control

H&S Practices and Compliance
· Provide input into corporate and functional safe work practices including policies and regulations
· Escalate items to management level for revision
· Implement and monitor H&S compliance processes and activities
· Initiate improvements
· Conduct repetitive compliance tasks (e.g., process for quarterly inspections)
· Participate at H&S committees
· Provide coaching to the H&S committees members

Review, Improvement, and Audit
· Review and update H&S manuals and procedures
· Identify and initiate improvement opportunities via analysis of performance data
· Provide reports of Key Performance Indicators (KPIs) to drive performance improvement
· Perform quality assurance and control of data and report entries in SAP
· Participate in field audits and provide input on improvement opportunities
· Participate in implementing corrective actions identified in audits

Working Conditions

The role is primarily performed outdoors in various types of weather and environmental conditions with a flexible workweek from Monday to Friday. The role requires being available on-call 24/7 to respond to critical situations. The incumbent must be available to work evening shifts and weekends when necessary. The role requires occasional travel (up to 40%) within Canada and the United States (U.S.). Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress.

Requirements

Experience

Health and Safety
· Minimum 5 years of experience in railroad or relevant operations and industrial safety

Education/Certification/Designation
· Bachelor's Degree or Certificate in H&S or relevant field*
· Certified Safety Professional (CSP)*
*Any designation for these above would be considered as an asset

Technical Skills/Knowledge
· Knowledge of the principles of industrial rail safety and industrial hygiene
· Familiarity with root cause investigation methodologies
· Knowledge of Job Hazard Analysis (JHAs) and risk assessment techniques
· Basic knowledge of H&S regulatory requirements
· Knowledge of Incident Command System (ICS)
· Knowledge of Microsoft Office and SharePoint
· Bilingual both written and verbal (English, French)
· Ability to learn and respond to the rapid evolution of the industry and new technology
· Ability to effectively build relationships
