The Opportunity

Our Safety & Governance group is currently looking to add a Process Safety Manager to our Process Safety & Services team, based in Calgary, AB or Houston, US.

Reporting to the Director, Process Safety & Services, this leadership position is responsible for delivering exceptional process safety performance across TC Energy's integrated gas and power businesses in Canada, the United States and Mexico. The position sets out the process safety requirements defined in the TC operating management system, policies and practices and delivers the process safety strategy, tools, and expertise to mitigate significant health and safety risks.

What you'll do

  • Provide leadership and strategic direction to an experienced team of Process Safety subject matter experts and field specialists in service of Corporate and Business unit objectives
  • Be accountable for the enterprise process safety practices, development of the strategy and roadmap to drive continuous improvement in our process safety performance
  • Collaborate with Business Unit, Field Safety teams, Safety & Technical Services stakeholders on process safety performance and prioritize strategies based on learning from incidents, assurance of Operating Management System requirements, and business unit objectives
  • Performance management of team, including hiring of personnel, delivery of outcomes, and establishing personal accountability
  • Support a learning culture through promotion and communication of shared organizational learnings
  • Lead process safety assessments and initiatives, process safety communities of practice and committees
  • Present key process safety strategies and pathways to senior leaders across TC Energy and to Board of Directors, as requested
  • Interface with external regulators, contractors, and Industry Groups to support TC Energy process safety objectives and influence advancements in safety
  • Identify training opportunities for process safety personnel across the organization to improve the cultural maturity of process safety at TC Energy
  • Participate and identify opportunities for process safety subject matter expertise involvement in; investigations, internal assessments, and creation of effective preventative and corrective actions as required.
  • Develop and maintain process safety specifications, standards, procedures, best practices, reference aids, and tools
  • Develop and manage budget and identify impacts in alignment with the TC budget planning cycle
  • Contribute to the IS roadmap and annual IS budget planning process

Minimum Qualifications

  • Post-Secondary degree in Engineering
  • Registered, or eligible to register, with APEGA as a Professional Engineer (P.Eng.) in good standing
  • 15 years of related process safety engineering experience
  • 10 years of experience in the oil and gas industry, preferably in a variety of settings
  • 5 years of progressive leadership experience
  • Proven high proficiency in risk management with experience in implementation of control of major accident hazards
  • Demonstrated understanding of regulatory requirements across North America and supporting compliance strategies
  • PHA program management experience, including internal and external facilitator training and competency assessment, setting out qualitative and quantitative methodology applied to varying levels of complexity
  • Demonstrated proficiency in formalizing requirements and the application of MOC, PSSR, and key process safety practices
  • Proven experience with process safety events classification and incident investigations
  • Highly proficient with management systems and process safety deliverables in projects

Preferred Qualifications

  • Experience in the upstream and midstream oil and gas and/or power generating industry(s)
  • Broad knowledge and experience in of all areas of Process Safety Management
  • Working knowledge of various Regulatory Frameworks and Environments within which TC Operates
  • Working knowledges of process safety metrics, process safety, management systems, and pipeline and gas facility operations
  • Working knowledge of various process safety software: PHA PRO, PHAST/SAFETI, Bow Tie XP
  • Proficient in Enablon (EHS) software and SAP (ERP)
  • Previous experience with assurance of process safety requirements
  • 5 years of field-based experience in an operating facility, gas processing or handling, transmission operations, either in an operations, engineering, or project based role
  • Working knowledge of work management, project delivery, capital and expense budget planning, and engineering processes
  • Experience with implementation of new technologies, AI, dashboard generation to support process safety performance measurement

This position requires candidates to:

  • Have and maintain a valid driver's license and provide a driver's abstract (a record) for review
  • Travel and overnight stays away from home (estimated up to 20% of work schedule during peak work periods)
  • Occasionally be available for extended work hours outside of standard business hours, call-out support and emergency support as needed
  • Have current, valid authorization to travel internationally (including but not limited to Canada, US and Mexico)
