The Opportunity:

The Regulatory and Special Programs team has an opening for a Program Lead directing the broader MAOP Reconfirmation execution plan under the Mega Rule. This role collaborates closely with other pipeline integrity engineering programs under the Safety and Technical Services (STS) umbrella, providing essential subject matter expertise to ensure the safe operation of North America's natural gas network, support pipeline integrity maintenance, and meet regulatory requirements for maintaining reliable and secure pipeline systems.

Reporting to the Manager of Regulatory and Special Programs, this role is responsible for overseeing work specific to the Mega Rule. The primary focus will be on achieving the milestones established under TC Energy's MAOP Reconfirmation program. The ideal candidate will have a background and knowledge of pipeline integrity, Class location, MCA/HCA, and MAOP records. They should also have project management experience and demonstrate strong organizational, critical thinking, and problem-solving skills.

Position has the flexibility of being located in Houston, Texas or Calgary, Alberta, Canada.

What you'll do

  • Act as project manager for the full portfolio of applicable mileage under MAOP Reconfirmation and continually evaluate opportunities to optimize work through opportunistic activities across the organization.
  • Assemble multi-year forecasts for all MAOP Reconfirmation projects.
  • Work closely with the Class, HCA and MCA; and MAOP records teams to understand MAOP Reconfirmation applicability.
  • Collaborate with ECA technical lead to ensure that tools scope and schedule are well defined, and that the execution plan remains on track.
  • Coordinate with the ECA report development team and project execution teams to ensure that integrated data, scopes and extent of work is well defined ahead of project execution to ensure compliance with the 49 CFR §§ 192.624, 192.632, and 192.712.
  • Perform technical reviews of applicable pipelines, prior work and integrity assessments, to determine appropriate method for MAOP Reconfirmation compliance.
  • Submit and maintain project scopes, change requests, engineering justification, dates and estimates in the work management system to manage the execution plan against milestone requirements.
  • Ability to evaluate MAOP records and materials test reports (MTR) against traceable, verifiable and complete standards to validate applicability and appropriate compliance method.
  • Address moderately complex issues by adopting a broad perspective to propose innovative solutions based on regulatory knowledge, technical judgement, and engineering experience.
  • Read and interpret engineering drawings, pressure test documentation, construction as-builts, and other relevant technical records.
  • Enhance TC Energy processes and procedures to comply with regulatory standards and support regulatory inspections related to MAOP Reconfirmation.
  • Develop and participate in business/project reviews with senior management
  • Provide business acumen to evaluate different options from engineering and economic perspective and be able to articulate recommended path forward.
  • Stay updated on pipeline regulations, industry standards, assessment methods, repair techniques, and other relevant topics to anticipate impacts and develop effective solutions.

Minimum Qualifications

  • Bachelor's degree in engineering, preferably in Mechanical or Chemical Engineering (other engineering disciplines will be considered) from an ABET-accredited university.
  • For Calgary based: Must be a licensed Engineer or Registered Professional Engineer (P. Eng) or eligibility for registration with the Association of Professional Engineers and Geoscientists of Alberta (APEGA).
  • Six or more years of progressive experience in natural gas pipeline integrity management, engineering field services, pipeline integrity inspection, or related fields.
  • Solid understanding of U.S. gas transmission pipeline regulations and industry standards (49 CFR Part 192, ASME B31.8S, etc.).
  • Strong project management capabilities, including documentation, cost estimation, and risk management.
  • Proficient in establishing near and long-term budget forecasts and cost estimates
  • Demonstrated proficiency in data analysis and ability to integrate and draw conclusions from multiple data sources
  • Exposure to integrity management work such as inline inspection, defect assessment, and dig selection of natural gas pipelines.
  • Strong critical thinking and problem-solving skills with an aptitude for innovative solutions.
  • Effective team player capable of cross-functional collaboration and ability to handle concerns, objections, and sensitive situations.
  • Ability to manage multiple priorities with exceptional organizational skills, attention to detail and work independently under minimal supervision.
  • Strong verbal and written communication skills

Preferred Qualifications

  • Experience related to implementation, applicability associated with the Mega Rule and MAOP Reconfirmation under 49CFR 192.624 regulations
  • Comprehensive understanding of facility integrity/reliability, risk-based asset integrity management, and related regulatory standards.
  • Experience in advanced areas such as pressure cycling analysis, Integrity Management Plan (IMP), external audits, failure analysis, incident investigation, fitness-for-service evaluations, and corrosion assessment.
  • Proven ability to work independently, leading the development of procedures, processes, and tools to improve efficiency.
  • Experience with in-line inspection tools, pipeline codes (49 CFR 192/195, ASME B31.8/B31.3), pressure testing, and high-pressure pipeline remediation.
  • Understanding of pipeline in-line inspection tools used to assess the integrity of natural gas pipelines and pipeline remediation and repair methods.
  • Knowledge of pressure testing of natural gas pipelines.
  • Experience with high-pressure natural gas pipeline construction and remediation.
